This common expression has multiple meanings:

1. To increase power in something, such as sound, volume, light, heat         

 "Turn up the music, I like that song."   

 "Turn up the heat, it's cold in here."

2. To be in attendance

"Who turned up for the meeting?"   

We can also say:   Showed up and Turn out      "Who showed up for the meeting?"                              "Who turned out for the meeting?"

3. To be found, especially after being lost.

"My glasses finally turned up."

4. To happen unexpectedly or by chance

"You'll find another job.  Something will turn up soon."
